Lucy Richardson OWIT-NY President
Lucy Richardson is the 2009-2011 President of the New York City chapter of the Organization of Women in International Trade (OWIT-NY). As a long-standing member of the organization, she was a founding member and also served on its first Board in 1989.
Around the same time, Ms. Richardson joined the newly established Import/Export department of Sony Electronics Inc. and held several positions within Sony's Trade Strategy and Compliance Department in New Jersey. Lucy's expertise and efforts in the area of import classification, binding rulings, protests and overall duty management effected significant savings for Sony throughout her career. Ms. Richardson conducted training on various compliance topics including import classification, valuation, NAFTA, country of origin determination, drawback and proprietary compliance systems. She has written internal control procedures and compliance manuals, performed internal audits and managed the development of Sony's first compliance-related intranet site.
Ms. Richardson received her B.S. from Douglass College of Rutgers University. She is a licensed Customhouse Broker since 1991 and holds certification as a Six Sigma Green Belt. She is also a member of the American Association of Importers and Exporters and the National Association of Foreign Trade Zones.

Deanna Clark is a Customs and International Trade attorney with Shayne Law Group, P.C. in New York City. She advises and advocates on behalf of clients on issues including valuation, tariff classification, merchandise admissibility, and the mitigation of US Customs penalties. In addition, Deanna also advises clients concerning Consumer Product Safety Commission, FMC, FTC, FDA, and other agency requirements.
Deanna received her J.D. from Tulane Law School and holds an M.A. in Diplomatic Studies from the University of Malta’s Mediterranean Academy of Diplomatic Studies. She also received her B.A. In Peace and Conflict Studies from the University of California, at Berkeley. She is licensed to practice before the Court of International Trade, the Eastern and Southern District Courts of New York, and New York State, and serves on the “Women's Rights” and “Minorities and the Law” Committees at the NY County Lawyer's Association. Deanna is a member of the United Nations Association of the USA, Alliance Francaise and the Sierra Club.

Lindsay received her J.D. from the University of Virginia School of Law, and she is admitted to practice in the State of New York and before the U.S. Court of Appeals for the Federal Circuit, the U.S. Court of Federal Claims, and the U.S. Court of International Trade.

Amanda Barlow is responsible for ATA Carnet development, marketing, advertising and educational outreach. She joined USCIB in 2005 as a Carnet issuing representative and moved to her current position in 2007. Before joining USCIB, Ms. Barlow worked with Carnets for an Italian fashion house.
Amanda holds a bachelor’s degree in International Trade and Marketing from the Fashion Institute of Technology, where she has been an adjunct professor since 2006. She also sits on the FIT Gemini Shippers Scholarship Committee and is a member of FIT’s ITSA Mentoring Working Group.

Michelle Weiss recently graduated from the Fashion Institute of Technology with a B.S. in International Trade and Marketing. She interned at the U.S. Export Assistance Center of the U.S. Department of Commerce where she assisted in helping small business in Harlem, Brooklyn, the Bronx and Queens identify international partners and navigate them through the export documentation process. She also worked at Inspectorate Sharp Global where she assisted with C-TPAT audits. |

Cynthia Duncan became head of USCIB’s Carnet Operations in February 2000, before which she was responsible for Car-net marketing and sales. She supervises a headquarters staff of documentation, marketing and claims processing specialists as well as a national network of Carnet service providers, and sits on the Executive Board of the World ATA Carnet Council, based in Paris. She previously served in a number of other capacities at USCIB, including as vice president for membership.
Cindy is a member of the Steering Committee of World Trade Week NYC, NY District Export Council and Board of OWIT NY. Cindy holds a bachelor’s degree from the State University of New York at Fredonia and an MBA from Pace University in New York City, and has studied at the University of Grenoble, France.

Amy B. Goldsmith is an intellectual property attorney involved in all areas of prosecution and licensing regarding trademarks, copyrights and patents globally. She has extensive litigation experience, including disputes regarding the import and export of counterfeit products. Ms. Goldsmith protects the global interests of both national and international clients in a variety of industries, including pet products, telecommunications, biomedical devices, publishing, and consumer and designer goods such as jewelry, eyewear, and apparel. She has a specialized background in genetics and is a member of the New York City and American Bar associations. She served as co-managing editor of the Cardozo Arts & Entertainment Law Journal.
Ms. Goldsmith is a frequent lecturer on intellectual property topics at various colleges and chambers of commerce, and she is the author of several articles pertaining to intellectual property in publications ranging from Business Week to Cleantechasiaonline.com to Art Calendar. She also proudly serves on the board of Savvy Ladies (www.savvyladies.com), a non-profit organization dedicated to the financial empowerment of women.

For the past 25 years Donna has worked in the field of transportation and trade having served as Executive Director of the World Trade Institute (WTI) at the World Trade Center in New York, Director of an NVOCC operation for Union Pacific’s
Overnite Transportation, and Exxon Mobil.
Donna currently serves on the World Bank's Global Trade Facilitation Committee and is appointed by the US Secretary of Commerce to the New York District Export Council. She is a member of the Board of Directors of the Organization of Women in International Trade and an active member of the American Association of Exporters and Importers.
Donna has lectured on a variety of topics including Cargo Security and Terrorist Threat Awareness, Global Sourcing, China Logistics, NAFTA, Supply Chain Technology, Trade Policy, Import/Export Management, and Corporate Responsibility. She is an adjunct professor at the Fashion Institute of Technology in New York City.

Donna Shira is a member of the law firm of Sharretts, Paley, Carter & Blauvelt, P.C., and has more than 25 years experience in Customs and international trade matters, with an emphasis on textile and apparel issues, Latin America trade, C-TPAT and ISA, and other Federal government agency requirements.
Donna has lectured extensively on classification, cargo security, Special Trade Programs, and consumer product safety issues. She also is an Adjunct Professor at Brooklyn Law School, co-teaching a course in Customs and International Trade. Donna is chair of AAEI’s sub-committee on cargo security and is looking forward to working on the OWIIT-NY Programming Committee.

LAURA SIEGEL RABINOWITZ is Of Counsel to Sandler, Travis & Rosenberg, P.A., resident in the New York office. Ms. Siegel Rabinowitz represents the interests of importers, exporters, manufacturers, retailers, customs brokers, freight forwarders and others before U.S. Customs and Border Protection, related regulatory agencies and federal courts. Her experience covers a wide range of commercial and enforcement laws and policies administered by CBP, including duty preference programs, tariff classification, valuation, entry procedures and antiterrorism initiatives.
Prior to joining the Firm, Ms. Siegel Rabinowitz served as counsel for customs and international trade issues with Tompkins & Davidson LLP. She has also served as an attorney with Customs’ Office of the Assistant Chief Counsel, where she represented Customs in its litigation with importers in the Court of International Trade.
